Compliance Is Not a Checklist — It Is Engineering Discipline

The Malaysian regulatory framework for glass and aluminium installations is specific and consequential. The Uniform Building By-Laws (UBBL) specify minimum railing heights and balustrade requirements. DOSH (Department of Occupational Safety and Health) governs installation safety and, for lift car modifications, requires documentation of compliance with the lift's certified load rating. Overhead glazing — canopies, skylights, and glass roofs — must use laminated glass under any standard that prioritises safety for occupants below. These are not recommendations — they are legal requirements that building owners, developers, and professional engineers of record carry liability for.

JWE designs and installs glass and aluminium systems to the applicable regulatory standards as standard practice. Glass railings are designed to UBBL height requirements (minimum 1,050mm for balconies, 900mm for stairs) and to structural performance standards that account for the crowd loading scenarios that commercial buildings experience. Overhead glass is always laminated — not tempered alone. Lift car glass modifications are documented with weight schedules for the lift maintenance contractor's compliance review. Where engineering calculations are required for structural glass elements, we provide preliminary calculations for design development and work with the project's professional engineer for formal certification where required.

UBBL — Building By-Laws

Uniform Building By-Laws govern minimum heights for balustrades and handrails, material requirements for glass in safety-critical locations, and building inspection requirements. JWE designs glass railing and balustrade systems to UBBL minimum heights and advises on handrail configuration requirements for specific building types and occupancy classifications.

DOSH — Occupational Safety

DOSH requirements govern installation safety practices and, for lift car modifications, the documentation of compliance with the lift certification. JWE provides weight schedules for all lift car glass installations to support the lift maintenance contractor's DOSH compliance assessment. Installation method statements and safety plans are prepared for all working-at-height installations.

Structural Glazing Standards

Structural silicone joints are designed and applied to ASTM C1401 and manufacturer-specified width-to-depth ratios. Glass deflection under wind load is assessed against serviceability limits based on panel dimensions and installation height. Laminated glass interlayer specification follows BS 6180 for structural applications. These standards inform our specification decisions, not post-installation documentation.

Safety Glass Requirements

Safety glass requirements in Malaysia follow MS 1062 and align with international standards for tempered and laminated glass in specific applications. Overhead glass must be laminated; balustrade glass must be laminated or laminated tempered; shower screen glass must be tempered. JWE specifies the correct safety glass type for each application as standard practice — not as an upgrade.
