Will the repair require shutting off water to the whole outlet?

It depends on whether isolation valves are correctly installed on the affected branch. If branch isolation valves exist and function correctly, only the affected branch needs to be isolated. If they do not, the main supply to the outlet must be isolated. JWE works with building management to time any main supply isolation outside peak service periods where possible.

Can you repair concealed pipework without major hacking?

For a pinhole leak in an accessible location, the repair can sometimes be done through a small inspection opening without full wall hacking. For a pipe failure within a floor screed or behind tiled finishes, access hacking is required. JWE isolates the fault first, identifies the minimum access point, and quotes on the repair including reinstatement of any wall or floor finishes disturbed.
